Every deal, read back from the chain.

When a settlement the desk sent is confirmed, the desk reads it back from the chain and checks the Pactum memo, the exact instructions and the amounts before it goes here. A transaction the desk did not send is not on the tape. Deals of 10 SOL and up are marked as big bags.
